TikTok is now confirmed to remain operational in the United States, after years of regulatory uncertainty and ongoing negotiations between the U.S. and China. A new joint venture with a group of U.S. partners is made to meet the requirements of the Protecting Americans from Foreign Adversary Controlled Applications Act.
This means that TikTok will continue operating in the U.S.
According to reporting cited by TechCrunch, the U.S. investor group (which includes Oracle, Silver Lake, and MGX) will hold a combined 45% stake in the U.S. operation. ByteDance will retain just under 20%.
What the TikTok USA Update Actually Changes
The primary reason for all this back and forth was national security and data protection.
As per TikTok:
“It will safeguard the U.S. content ecosystem through robust trust and safety policies and content moderation while ensuring continuous accountability through transparency reporting and third-party certifications.”
Under the new framework, U.S. data security concerns are addressed through expanded privacy protections, strengthened cybersecurity controls, and defined operational safeguards.
The scope of the venture extends beyond TikTok alone. CapCut and Lemon8 are included, along with a wider portfolio of TikTok-owned apps and websites operating in the U.S.
There is also a governance layer.
The business will be overseen by a seven-person panel. That group includes TikTok CEO Shou Zi Chew, alongside senior figures from the U.S. investor group, including Silver Lake and Oracle.
Will you need to reinstall TikTok in the U.S.?
No, Users will not need to download a new app. Despite earlier speculation, the U.S. version of TikTok will continue to operate within the existing application.
Will This Make Any Changes to TikTok’s Algorithm?
TikTok says the joint venture will retrain, test, and update the content recommendation algorithm using U.S. user data. That work will take place inside Oracle’s U.S. cloud environment.
The degree to which the algorithm is modified has not been fully detailed.
